The European Health Insurance Card (EHIC) is a document certifying the right of a person covered  by the compulsory health insurance (CHI) to receive state provided necessary healthcare during a temporary stay in the European Union (EU), European Economic Area (EEA) countries, Switzerland and the United Kingdom under the same conditions and at the same cost as people insured in those countries.

The EHIC is issued by Territorial Health Insurance Fund (THIF) to persons insured with the CHI in the Republic of Lithuania. If the status of insurance changes and the person is no longer insured in the country that issued the EHIC, the card cannot be used despite the fact that it has not expired yet.

The EHIC application form can be obtained from the THIF or from the THIF representative in the municipality. The application form is also published on the website of the National Health Insurance Fund under the Ministry of Health (NHIF) or by logging in to the NHIF information system (this system does not work when opening the Internet Explorer browser) and filling in the electronic EHIC application form. Upon request, the EHIC can be delivered via chosen customer‘s shipping method (e.g.: delivered to the chosen the postal machine).

Applications can also be printed and sent to the THIF after completion.

Before ordering a card, it is necessary to make sure that you are covered by the CHI in Lithuania. You can check the information related to your insurance status here.

The EHIC is issued by the THIF or their representatives in the municipalities. The card is issued and changed only at the request of the insured person.

If the application is made in person, an identity document must be submitted.

If the application is made through an authorized person, he must submit his identity document with the application:

  • The application for a child under the age of 16 is completed and submitted to the THIF by one of the parents (adoptive parents), guardian (custodian), a representative of the social care institution, together with documents confirming the appointment as guardian (custodian) or representation documents, or official copies of these documents and the identity document of the representative.
  • The application of the disabled insured person may be completed and submitted to the THIF by his / her guardian (caregiver) or other legal representative, together with his / her identity document and documents confirming the appointment as guardian (caregiver) or representation, or official copies thereof.

It is important to know that the EHIC is issued only upon receipt of the original application of the person. So, if you submit the application by e-mail, it must be signed by a qualified electronic signature. By filling-in the application form, the person signs the commitment, that he or she agrees not to use the EHIC if he or she is no longer insured with the CHI in Lithuania.

The card is printed and issued by the THIF to which the application is submitted. The card shall be issued or replaced free of charge no later than within 5 working calendar days from the date of submission of the application.

The card is changed if:

  • the name (s), surname and personal identification number of the insured person has changed;
  • it becomes unused;
  • it contains inaccurate records;
  • it expires;
  • at the request of the insured, if no more than 2 months remain until the expiry of the card.

If the card is changed due to modifications of name, surname, personal identification number or inaccurate records, the new card will be issued only after personal data is changed or corrected in the Central Population Register database.

It should be noted that if you change a still valid card (when more than 2 months remain until the expiry of the card), the new one will only be issued when you return the old one to the THIF.

The following must be submitted to the THIF in order to receive the EHIC:

  • the original of the application, if the application was submitted electronically without electronic signature;
  • your identity document;
  • the previous card when more than 2 months remain until the expiry of the card;;
  • a bank receipt confirming that you have paid 15 EUR for the replacement of a lost or damaged card.

If the card is picked up by another person, he must provide the THIF with:

  • his / her identity document,
  • An authorization to pick up the card issued in accordance with the procedure and conditions established by the Civil Code of the Republic of Lithuania if the EHIC is taken by an authorized person not specified in the application form,
  • a document certifying custody, guardianship or legal representation or an official copy thereof (if the card is taken- by the guardian (custodian) or other legal representative of the incapacitated citizen and if this document or a copy thereof was not submitted together with the application);
  • the card for a child under the age of 16 may be taken by one of the parents (adoptive parents), guardian (custodian) or authorized person, together with documents certifying paternity, guardianship (custody) or power of attorney or official copies thereof, if not submitted with the application, and his / her personal document if these documents were not submitted with the application.

If you have left Lithuania without taking the EHIC or lost it during the trip and you urgently need to apply for the necessary healthcare to a medical institution in any EU country, you can connect to the NHIF information system and independently, safely and quickly generate the Provisional Replacement Certificate (temporarily replacing the  EHIC) for current month for yourself and / or minors. You can download it to your mobile phone or other electronic device. In order to identify you, you need to log in through the Electronic Government Gateway Portal.

It is important to know that the Certificate is issued only for a period not earlier than 3 months from the date of submission your order (in case than you approach to the THIF). The expiry date of the Certificate may not be later than the end date of the current calendar month.

An important condition for the formation of the Certificate is that during the period for which you want to generate the Certificate, you must be insured with the CHI in Lithuania.
If you are not able to connect to the e-government gateway and order the Certificate, contact the local public health insurance institution of the country you are visiting. This institution will apply to the THIF according to your place of residence with a request to send the Certificate.

If you did not have the EHIC or Certificate during your stay in any EU or EEA country, Switzerland or the United Kingdom, you will have to pay for the necessary medical care yourself. However, when you return to Lithuania, you may apply to the THIF according to your place of residence for reimbursement.
