Despite the significant human and financial resources required to fight coronavirus, trends in health care service delivery raise careful optimism over the four months of this year. The number of visits to family doctors, psychiatrists and psychologists has stabilized, inspections under preventive health programs have become much more active, and the scope of planned active inpatient treatment services is growing.

The number of adults and children visiting a family doctor for the past month remains similar, according to data available from the National Health Insurance Fund under the Ministry of Health (NHIF). For example, in April, there were 264 visits to a family doctor per 1,000 children (of which 57.7% were contact persons), and in January - 279 (contact persons - 42.9%). In April, 397 out of 1000 adult patients visited the family doctor (55 contact visits), in January - 451 (contact - 38). 22 out of 1,000 people needed a psychiatric consultation in April and 25 in January.

Patient participation in preventive health programs maintains the positive momentum. Here, in January, screening under the cardiovascular disease program reached 66 percent. And in April 2019 - already 107 percent, and the prevention of colon cancer program has - 52 percent attendance and 120 percent respectively, cervical cancer prevention - 57 percent and 111 percent attendance.

The number of consultations provided by medical specialists in April amounted to almost 84% of the 2019 level, in January - 59 percent, the level of day hospital services - respectively 89 percent and 63 percent. The number of day surgery services increased especially, reaching almost 90% of 2019 level in April, but was only 45 percent of the 2019 level in January. The number of planned active inpatient treatment services also increased every month: in January it reached 49.5% of the level of 2019, in April, the number was 74.4 percent.

“Trends in healthcare services undoubtedly raise careful optimism. It is particularly gratifying that the participation of the population in preventive health programs has significantly increased. This suggests that there may be fewer delayed diseases in the future”, - says Tatiana Golubayeva, Deputy Director of NHIF. According to her, residents continue to be urged to seek medical attention immediately and boldly. All medical institutions take care of the safety of patients, including doctors, so the risk of infection is minimal.

Information on the provision of personal health care services is updated once a month by the health insurance fund on its website. The information is presented according to 16 indicators approved by order of the Minister of Health. Data is published not only nationwide, but also by regions, municipalities and even medical institutions.

Among the indicators - visits of children and adults to family doctors and psychiatrists, statistics of patients' participation in preventive health programs, data on the comparison of medical specialists, day and inpatient services comparison with the pre-epidemic period - in 2019.
