The Seimas has revised the CHIF Budget for 2021
The Seimas (Parliament) made the amendments in the budget of the Compulsory Health Insurance Fund (CHIF) for 2021, specifying the revenues, expenses, and the planned remaining funds. The need for changes was induced by the topicalities of management of coronavirus infection.
The scenario of the economic development updated by the Ministry of Finance for 2021-2024 provided faster than planed economic growth, hence creating the conditions to increase the revenues of CHIF budget by 109 million euro: the amount of contributions of compulsory health insurance administered by the National Social Insurance Fund was increased by 72 million euro and additionally, 37.2 million euro from the State budget were granted to restore the reserve of the CHIF budget. In total, almost 2.6 billion euro make the revenues of the revised CHIF budget.
According to the National Health Insurance Fund by the Ministry of Health (NHIF), the CHIF budget had to be revised because of the need to compensate the bigger wages of the medical employees working with Covid-19 patients. 45.6 million euro were planned for this purpose in the budget for 2021. However, the money was used much earlier – recently, the funds of the main portion of the CHIF reserve (37.2 million euro) have been used for this purpose. According to the data of 22 June 2021, in addition to the planned 45.6 million euro, 30.7 million euro more from the CHIF reserve have been spent on the compensations. Thus, the increased revenues of the CHIF budget and redistribution of part of the expenses will allow to increase the planned funds needed to compensate the bigger wages of the medical employees working with Covid-19 patients by 37.5 million euro, and it will be possible to restore the used CHIF reserve.
NHIF reminds that according to the Law on Prevention and Control of Human Communicable Diseases, the monthly wages higher by 60-100 percent shall be paid to the employees, who work with the patients who have extremely dangerous communicable diseases, and to the health care specialists, who are carrying out prevention in the foci of communicable diseases.
The second lockdown was declared in the entire Lithuanian territory on 7 November 2020, while it was declared only in individual municipalities in October. During that period, 86 million euro were transferred from CHIF to compensate the bigger wages of the medical employees – this amount is much bigger than planned.
When the expenses of bigger wages of the medical employees were compensated in March-June 2020, during the first lockdown, 24.5 million euro in total were granted from the CHIF reserve by the orders of the Minister of Health (7.6 million euro every month on average). The need for the monthly funds for this purpose is much higher during the second lockdown – it amounted to 13.8 million euro on average in November-April.
The corrections of the CHIF budget will guarantee continued payment of bigger wages to the medical employees working with Covid-19 patients during the lockdown.
