The Health Insurance Fund has completed negotiations with its contract partners: healthcare institutions will receive nearly EUR 3 billion

The National Health Insurance Fund (NHIF) announces that this year it has completed the signing of contracts with healthcare institutions earlier than usual. Health services funded by the Compulsory Health Insurance Fund will be provided to residents of Lithuania by 809 healthcare institutions. A total of EUR 2.98 billion has been allocated to implement these contracts. This is 11.7% more funding than last year and 5.3% more than was actually paid for services provided by healthcare institutions in the previous year.

“This year’s contract allocations are higher compared with last year, and the number of healthcare institutions with which we have signed contracts has not decreased. Patients can therefore be confident that the healthcare services they need will be provided and paid for with fund assets. Healthcare institutions will be able to fulfill the obligations of the sector’s collective agreement and raise medical staff salaries, giving the greatest attention to employees with the lowest wages,” says Tatjana Golubajeva, Deputy Director of the NHIF.

Primary outpatient healthcare will be provided to patients this year by 368 institutions and their units operating at other addresses. For this purpose, EUR 552.7 million has been allocated in this year’s contracts from the Compulsory Health Insurance Fund - 5.5% more than was allocated in last year’s contracts.

For 2026, the total agreed funding for inpatient services across all healthcare institutions is EUR 1.06 billion, an increase of 9.1% compared with last year. Funding for outpatient services is EUR 782.6 million, up 20.1%. Patients will be able to access both outpatient and inpatient services at 501 institutions. Of these, 60 provide inpatient services, 83 offer day surgery, 138 provide day inpatient services, and 450 institutions offer specialist doctor’s consultations.

This year, as in the previous year, priority is given to inpatient services for oncology, complex cardiology and cardiac surgery, joint replacement and surgery for multiple traumas, as well as childbirth, stroke, and myocardial infarction treatment. EUR 206.6 million has been allocated for these services this year, and if additional services are provided, they will be paid for first from the fund’s resources.

Nursing services are allocated EUR 261.6 million, 11.9% more than last year. Inpatient nursing services will be provided by 97 institutions, and outpatient nursing services at home by 163 institutions.

Medical rehabilitation services are planned to receive EUR 177.8 million in this year’s contracts, 9.1% more than agreed with healthcare institutions last year. This year, 173 institutions plan to provide various medical rehabilitation services.

For high-cost tests and procedures, contracts allocate EUR 149.7 million—17.9% more than last year. These services will be provided by 70 institutions.

Of all 809 institutions providing reimbursed services this year, 186 are public and 623 are private institutions and their units.
