Improving access to psychosocial rehabilitation for children

The Compulsory Health Insurance Council has approved the doubling of the coverage for short-term and long-term outpatient psychosocial rehabilitation services for children and adolescents as of 1 January 2023. These measures are applied in hopes to improve the access to these services, making them available closer to the patients’ home.

The Council decided to make the prices for short-term and long-term outpatient psychosocial rehabilitation services for children and adolescents equivalent to the basic price of psychosocial rehabilitation services for adults. These services are the same in terms of content, method of provision and costs. Thus the basic price for the outpatient psychosocial rehabilitation services for children and adolescents will be increased twice as of the following year, amounting to 58.75 euro.

Currently, there are only a few treatment facilities that have signed the agreement with the Territorial Health Insurance Funds regarding the provision of outpatient psychosocial rehabilitation services for children and adolescents: Public Institution Panevėzys National Hospital, Public Institution Alytus Polyclinic, Public Institution Kaunas City Polyclinic, and Public Institution Siauliai National Hospital. It is expected than an increase in the basic prices for these services will attract more medical facilities to sign agreements with Territorial Health Insurance Funds and become more active in providing services, covered by the Compulsory Health Insurance Fund (CHIF).

The aim of this change is to enable as many children and adolescents as possible to receive these services on an outpatient basis and closer to home, without disrupting their usual living arrangements.

The National Health Insurance Fund is estimating that short-term and long-term outpatient psychosocial rehabilitation services will be provided to approximately 3,000 children and adolescents. It is also expected that the funding of these services will require an additional 170 thousand euro from the CHIF. These funds have already been scheduled in the next year’s CHIF budget.
