Health insurance funds: Ukrainians will get essential healthcare for free

During the state of emergency, Ukrainians who have fled to Lithuania as a result of the war have been granted access to a wide range of essential healthcare services, reports the National Health Insurance Fund under the Ministry of Health (NHIF).

An order signed yesterday by the Minister of the Interior establishes the coverage of healthcare services for foreigners accommodated in the territory of Lithuania who have left Ukraine due to the Russian Federation's military actions there. It is important to take into account that the following healthcare services must be provided to these foreigners in Lithuanian medical institutions that have concluded agreements with territorial health insurance funds, regardless of whether the foreigner is covered by compulsory health insurance or not.

Ukrainians are guaranteed emergency medical care, prenatal care, assistance at the start of childbirth, and other essential level I, II and III health care services, which, if not provided, could lead to a deterioration of their health to the point of requiring emergency medical services.
Medical rehabilitation services are also provided to foreigners injured during military operations in Ukraine.

In addition, free immunoprophylaxis against COVID-19 coronavirus infection should be provided to Ukrainians, as well as preventive screening and vaccination of minors in accordance with the calendar of preventive vaccinations for children.

The Order requires municipalities to use all available resources to ensure that foreigners receive timely transport to secondary and tertiary level medical facilities for elective services and for services provided in a physical medicine and rehabilitation facility, where necessary.

During the state of emergency, the NHIF shall organise the provision of the necessary vaccines (except for COVID-19 vaccines) to health care facilities and the payment of the above-mentioned health care services to Ukrainians at the expense of the Compulsory Health Insurance Fund, with reimbursement from the State budget.
