Experts of the health insurance funds shared experience with Ukrainians
Experts of the National Health Insurance Fund (NHIF) under the Ministry of Health met representatives of the National Health Service of Ukraine, who were interested in the NHIF activities, supervision, monitoring and control of economic entities, and also the application of clinical coding and diagnosis-related group (DRG) methods in Lithuania.
The remote meeting was attended by the NHIF Director Gintaras Kacevičius, Deputy Director Tatjana Golubajeva, Head of the International Affairs Division Lina Noreikienė, and representatives of the divisions of Services Monitoring and Services Management.
Golubajeva shared the methods of how the health insurance funds supervise economic entities – personal health care institutions, pharmacies and other institutions and companies.
‘Experts of the health insurance funds make sure that the use of the Compulsory Health Insurance Fund (CHIF) is legal, transparent and rational. Also that the healthcare services, provided to insurance-covered persons are safe, accessible, comply with the requirements, and are provided within the legal norms.’ said Golubajeva.

Colleagues from Ukraine were interested if the NHIF applies fines to economic entities for errors, also the use of clinical coding and DGR method.
Golubajeva emphasized that fines are far from the main purpose of economic entity supervision. She said that the most important goal is to avoid errors, inaccuracies and make sure that the use of the NHIF funds is rational. That is why experts of the National Health Insurance Fund cooperate: organise trainings for employees of healthcare institutions, offer consultations, prepare clinical coding data monitoring reports, and publish recommendations, analysing relevant coding errors, discussing ways to prevent them.
In turn, Ukrainian experts introduced the activity of the National Health Service of Ukraine, operating since 2018. They shared about signing agreements with healthcare institutions and ways of conducting their supervision and control.
