Consolidated National Health Insurance Fund begins its work today

On July 1, 2025, the consolidated National Health Insurance Fund (NHIF) will officially begin operations, incorporating five territorial health insurance funds – Vilnius, Kaunas, Klaipėda, Šiauliai, and Panevėžys. All obligations, functions, and rights of these institutions will henceforth transfer to the NHIF, which will become the sole institution administering compulsory health insurance in Lithuania.

The reform was implemented to modernize the system, unify health insurance administration practices across the country, reduce the administrative burden on healthcare institutions and other partners, strengthen control and advisory functions, and ensure more efficient use of the Compulsory Health Insurance Fund (CHIF).

Today, we take an important step toward a more modern and citizen-friendly system. The consolidated National Health Insurance Fund will operate as a unified organization throughout Lithuania – this will ensure better services, faster decisions, and clearer accountability. I thank all the employees who contributed to implementing this reform and agreed to continue working within the new structure,” says NHIF Director Gytis Bendorius.

Three new departments are joining the updated NHIF structure today – Contract Management, Institution Supervision and Citizen Services. These departments will operate with branches in all major cities – Vilnius, Kaunas, Klaipėda, Šiauliai, and Panevėžys. This approach ensures effective function execution in the regions and equitable access to services.

In recent weeks, intensive work has been carried out to transfer data and processes. As planned, citizen services continue without interruption; however, in some cities, the locations for citizen services are changing. In the capital, residents will now be served at Vilnius City Municipality Customer Service Center (Konstitucijos Ave. 3). Additionally, starting July 1, residents of Kupiškis, Zarasai, Ignalina, Molėtai, and Skuodas are encouraged to contact the nearest branch listed in the resident service locations published on the NHIF website.

Residents can continue to contact the NHIF remotely — consultations are provided by phone at +370 5 232 2222, by email at [email protected], and many services are available through NHIF electronic services .

As before, the NHIF will perform all key functions: preparing the CHIF budget drafts, concluding contracts with healthcare institutions, pharmacies, and other partners, reimbursing services for insured persons, monitoring contract compliance, conducting financial analysis, and advising residents on compulsory health insurance matters.

It is expected that this consolidation will strengthen the management of public services in healthcare, help use state resources more efficiently, and better respond to the needs of society.
