A medic, a lawyer and an IT expert on the operations of health insurance funds
A group of sixteen-year-old pupils of Panevėžys Vytautas Žemkalnis Gymnasium that has shown interest in health insurance and the operations of health insurance funds, spent the Career Day listening about the major aspects of why is the Compulsory health insurance (CHI) needed, its system, and the guarantees it provides to the insurance holders. They also wanted to hear the experts of Panevėžys Territorial Health Insurance Fund (THIF) speaking about professions, needed for health insurance funds, the type of their work, the structure of the institution, etc.
During the meeting, which took place in compliance with all health safety requirements, the pupils viewed a short film about the health care system, which contains simple and concentrated information on how the system works, who pays for the residents’ health care services and how, and why is it important to keep up with the principles of universality and solidarity in the CHI system. The author of the film is a young medic Evaldas Mogulevičius, who has agreed to let Panevėžys THIF share his video material with various audiences.
Later, the pupils were provided with information on the major operations of health insurance funds, the number of the departments working in Panevėžys THIF, the scope of operations, the number and type of experts employed, etc. The work specifics and personal experience was shared by Edgaras Voras, Head of the Control Division, Žydrūnas Jankevičius, Advisor of the Information and Statistics Division, Marius Budreika, Head Expert of the Administration Division, and Laura Nakrošienė, Advisor of the Population Service Division, who also answered questions on CHI and the opportunities, offered by the European Health Insurance Card (EHIC).
Budreika shared a memory on hearing Jonas Narbutas, Director of Panevėžys THIF, inviting law graduates to start their career at health insurance funds during the graduation ceremony. Without further ado, he submitted his job application and has been working at this institution for several years since then. Jankevičius surprised the guests by sharing that he took a detour on the way towards his dream and acquired a vocational diploma, which didn’t seem as attractive as an opportunity to become an IT engineer, which he eventually did. Voras emphasized the importance of having a wide range of knowledge and being a reliable employee, also explained the difference between a medic working in the field or a medic that controls the work of health care institutions.
The pupils also heard about the aspects of working as a lawyer at the health insurance funds, helping the residents to compensate the damage caused by the Compulsory Health Insurance Fund to the budget, in cases of violations of the law in traffic accidents, crimes and damage to another person's health or illegal use of the EHIC abroad, when someone is not covered by the CHI in Lithuania any more. The experts also talked about cooperation with health care institutions for the assessment of the health care services, rendered to the residents, and their coverage, mentioned the importance of mathematical, IT, technical knowledge and diligence in taking care of the enormous databases, servicing the IT equipment, troubleshooting, collecting aggregate data for analysis, etc.
At the end of the meeting, when the experts answered all questions of the guests, the pupils also received several questions on health insurance and its guarantees in Lithuania. After giving correct answers and thus demonstrating that they have attentively taken part at the meeting, the pupils were awarded with prizes.
