2. The Register of persons insured with national social insurance and recipients of national social insurance benefits of the Republic of Lithuania provides:
- data on insured persons who are employed and receiving salaries, together with non-insurance periods (if any);
- data on insured persons to whom severance pay or compensation has been paid (calculated) - for how many months the severance pay or compensation in the amount of the average salary has been paid (calculated);
- data on the insured persons receiving income under the copyright contract, as well as income from sports or performing activities, receiving bonuses or remuneration for activities in the supervisory board or general board, loan committee paid instead of bonuses or together with bonuses - data on compulsory health insurance contributions for these persons ;
- data on insured persons who carry out individual (non-agricultural) activities, owners of individual enterprises , full members of economic partnerships, as well as members of small partnerships and heads of small partnerships who are not members of those small partnerships according to the Law on Small Partnerships of the Republic of Lithuania , insured persons engaged in individual agricultural activities, whose agricultural property or economic agricultural size (EDV) is more than 2 economic size units - data on the payment of compulsory health insurance contributions of these persons is provided;
- data on insured persons who carry out individual agricultural activities, the economic size of the agricultural holding or farm of the size of 2 EDV and less than 2 EDV (whether such insured persons are VAT payers or not) - data on the payment of compulsory health insurance contributions by these persons are provided ;
- data on insured persons who carry out individual activities in accordance with the acquired business certificates - data on the payment of compulsory health insurance contributions of these persons is provided ;
- data on insured persons, that pay compulsory health insurance contributions by themselves - data regarding the payment of compulsory health insurance contributions is provided.
- data on insured persons with the status of an artist - the dates of acquisition and loss of the status of an artist of these persons is provided;
- data on insured persons who provide agricultural and forestry services according to the service receipt - data on the issuance of the receipt shall be provided;
- data on insured persons receiving benefits under the Law on Sickness and Maternity Social Insurance of the Republic of Lithuania, from which personal income tax is deducted in accordance with the procedure laid down in the Law on Personal Income Tax of the Republic of Lithuania - the start and end dates of the receipt of benefits is provided in accordance with the Law on Sickness and Maternity Social Insurance of the Republic of Lithuania;
- data on the insured persons receiving any type of pension established according to the laws of the Republic of Lithuania or social assistance compensation of any kind, data regarding the start and end dates for the receipt of benefits by such persons is provided;
- data on the insured persons receiving any type of pension in accordance with the international agreements of the Republic of Lithuania (with Belarus and Ukraine) - the start and end dates of receipt of benefits for these persons is provided;
- data regarding the insured persons, having the mandatory statutory state social pension insurance seniority to receive the state social insurance old age pension or having at least a 30 year pension social insurance seniority obtained prior to 31 December 2017, for the receipt of the social insurance seniority pension - is provided as the state social pension insurance seniority calculation dates;
- data on insured persons performing voluntary practice in accordance with the procedure established by the Law on Employment of the Republic of Lithuania - the periods of voluntary practice of these persons is provided.
3. The Register of Suspects, Accused and Convicted Persons provides data on the insured persons who are arrested and convicted, serving arrest, suspended imprisonment and life imprisonment - the start and end dates of the respective legal status of these persons are provided;
4. The Register of Pupils provides data on the insured persons who study in schools of the Republic of Lithuania - the start and end dates of the pupil status are provided;
5. The Register of Students provides data on the insured who study in higher education institutions of the Republic of Lithuania according to the study programs of the full-time study form - the start and end dates of the student status of these persons is provided;
6. The Register of Foreigners provides data on foreigners who have been granted the right to reside in Lithuania;
7. The Ministry of Social Security and Labour provides data on persons receiving social benefits from the Family Support Information System - start and end dates for the receipt of benefits for these persons;
8. The Disability and Working Capacity Assessment Service under the Ministry of Social Security and Labour provides data on disabled insured persons - provides the starting and ending dates of the working capacity level (if any), disability level (if any), special needs;
9. The Employment Service under the Ministry of Social Security and Labour provides data on insured persons who have been granted unemployment status, as well as on persons participating in vocational training measures organized by the Employment Service, if no employment contracts are concluded with them - specifically the start and end registration dates;
10. The Ministry of National Defence of the Republic of Lithuania provides data on soldiers of compulsory military service of the Republic of Lithuania who have been called up for military training to acquire basic military training - the dates of commencement and end of military training of these persons;
11. The Lithuanian Genocide and Resistance Research Centre provides data on the start and end dates of the respective legal status granted to the insured;
12. state-recognized traditional religious communities provide data on forbidden clergy;
13. the public institution Rokiškis Psychiatric Hospital provides data on the insured - the start and end dates of the compulsory medical measures applied to these persons;
14. The Social Security Division at the Embassy of the Russian Federation in the Republic of Lithuania shall provide data on military pensioners of the Russian Federation and their family members;
15. The Migration Department under the Ministry of the Interior of the Republic of Lithuania shall submit data on the insured persons who have been granted the status of a resettled person and who are entered in the list of resettled persons - the start and end dates of acquiring the status of resettled persons;
16. the legal representatives of unaccompanied minor foreigners, by institutions or services that have established an unaccompanied minor alien in the Republic of Lithuania, who shall provide data on the start and end dates of the legal status granted to the unaccompanied minor.
Data on insured persons shall be provided to territorial registers (THIF by place of residence) in accordance with the procedure established by NHIF by the following:
- insured unemployed women submit a document with data on the period of pregnancy (number of weeks of pregnancy, expected date of birth) for calculating the period of insurance to the territorial register manager;
- at the choice of the family, one of the parents (adoptive parents) raising a child under the age of eight or two or more minor children, wishing to be insured at the expense of the state, submits a request in the prescribed form, indicating his or her personal data;
- one of the guardians (caregivers), duly appointed as the child's guardian (caregiver), caring for a child under the age of eight or two or more minor children in the family, wishing to be insured with state funds, submits documents with data on recognition as guardian and periods of guardianship;
- Insured persons, studying in schools of EU Member States, wishing to be insured at the expense of the state, submit a document with data on education / studies in a school of an EU Member State (place of study / studentship, form of study / studentship, start and end dates of study / studentship) to calculate the insured period;
- at the choice of the family, one of the parents (adoptive parents) caring at home for a person with a level of disability (disabled child) or a disabled person declared incapable of work (until 1 July 2005 - Group I disabled) under 24 years of age, or a person recognized as incapacitated (until 1 July 2005 - a group I disabled person) up to the age of 26 due to illnesses occurring before the age of 24 or a person with a special need for permanent care (until 1 July 2005 - a complete (total) disability), wishing to be insured with state funds, submits documents with data regarding the determination of the level of disability (incapacity for work) or the specified periods of special need for permanent care;
- Insured guardian or caregiver appointed as a guardian (caregiver) who is caring at home for a disabled person with a determined level of disability (disabled child) or a person declared incapable of work (until 1 July 2005 - a group I disabled person) under 24 years of age, or a person, declared incapable of work (until 1 July 2005 - group I disability) under 26 years of age due to illnesses occurring before the age of 24 or a person with a special need for permanent care (until 1 July 2005 - total disability) , submit documents with data on recognition as a guardian (caregiver), periods of care (nursing), as well as documents with data on the determination of the level of disability (incapacity for work) or periods of special need for permanent care;
- insured persons who suffered during the defence of the independence and statehood of Lithuania on 13 January 1991 or other events, wishing to be insured with state funds, submits a document with data on the periods of granting or validity of legal status;
- insured persons, to whom the Law on Health Insurance of the Republic of Lithuania applies in accordance with the Regulations on the Coordination of Social Security Systems of the European Union and who have the right to compulsory health insurance shall submit to the territorial register manager the person's European economic area state competent institution issued E-form certificate, which specifies the period of compulsory health insurance;
- citizens residing in the Republic of Lithuania permanently or temporarily residing in the Republic of Lithuania bearing citizenship of countries with which the Republic of Lithuania has concluded international agreements on compulsory health insurance and citizens of the Republic of Lithuania permanently or temporarily residing in countries with which the Republic of Lithuania has concluded international agreements on compulsory health insurance and having the right to be to insured with compulsory health insurance in Lithuania, submit to the territorial register manager the data of the documents confirming the right to compulsory health insurance;
- Insured foreigners with a temporary residence permit in the Republic of Lithuania or foreigners participating in international operations, exercises and other events, as well as foreigners who have a certificate of dependents (hereinafter referred to as a status certificate), who have been working in the Republic of Lithuania for at least 6 months and have registered as unemployed with the Employment Service, submit their temporary residence permits or status certificates or the status certificates of their minor family members for identification of data subjects in the register and/or, if during the period of residence in the Republic of Lithuania of such an insured foreigner a child was born, the birth record of the newborn: personal identification number or name, surname and date of birth.
The data in the register of insured persons shall be updated:
- At the initiative of the NHIF or the THIF, if incorrect, inaccurate or incomplete data have been entered in the database of the register of insured persons due to the fault of the NHIF or the THIF;
- Upon the request (in writing, by electronic means) of an interested party (data subject, data provider of the Register of Insured Persons, data recipient of the Register of Insured Persons, registry or public information system operator) to correct incorrect and inaccurate, to supplement incomplete, to remove unnecessary or illegally collected data of the Register of Insured Persons and to provide supporting documentation.
- Incorrect, inaccurate and/or incomplete data of the data provider of the Register of Insured Persons, of the public information system or of the related registry, which have been entered in the Register of Insured Persons by means of interoperability, shall be automatically corrected when the data provider of the Register of Insured Persons, of the public information system or of the related registry submits the revised/updated data to the data provider of the Register of Insured Persons, of the public information system or of the related registry, through interoperability.
- Atypical situations which may be caused by delays in data due to the fault of the provider of the data in the Register of Insured Persons, the registry concerned or the manager of the public information system, as well as uncertainties or contradictions in the legislation relating to the implementation of compulsory health insurance which have an impact on the processing of the data in the Register of Insured Persons, shall be interpreted in the light of the payer of compulsory health insurance premiums. In such cases, the decision to enter the data in the Register of Insured persons and/or to extend the validity of the compulsory health insurance (up to 2 months) until new, incomplete, or updated data are submitted to the Register of Insured persons by means of interaction, is taken by the NHIF or THIF employees and the data are entered into the Register of Insured persons. A period of validity of compulsory health insurance determined in this way, which affects the automatic merging of periods of validity of compulsory health insurance, shall be immediately declared invalid by the NHIF or THIF employee when the relevant (delayed) data are made available by the provider of the Register of Insured Persons, the public information system or the related register through interoperability.
The Insured, having confirmed his / her identity, has the right to:
- get acquainted with the data of one's own children, minors and, upon submission of the relevant document certifying that he or she is the guardian, custodian or adoptive parent, of the adopted children and persons to whom custody or guardianship has been assigned;
- upon submission of a request (in writing, by e-mail) and documents substantiating inaccuracies, to demand the correction of incorrect, inaccurate or incomplete data, to remove unnecessary or illegally collected data.
Upon receipt of a request (in writing, by e-mail) from the data subject or the provider of the register data to correct incorrect, inaccurate, supplement incomplete, delete unnecessary or illegally collected register data, when the data is entered into the register without cooperation, the register manager shall, no later than in 5 days upon the receipt of the interested person's demand to correct the data with supporting documents, corrects the incorrect data specified in the request and informs (in writing, by e-mail) the person who has requested such an action. If the registry administrator has to apply to another registry data provider to correct inaccuracies, he has the right to extend this term for another 20 working days, and must notify the person concerned (in writing, by e-mail) no later than the next business day and state the reasons for extension.
If it is established that the request of the interested person to correct incorrect and inaccurate, supplement incomplete, delete unnecessary or illegally collected register data is unfounded, the registry administrator shall refuse to correct the data and notify the interested person who submitted the request (in writing, by e-mail) stating the reasons for refusal.
