Soon the consolidated National Health Insurance Fund will start operating

As of 1 July 2025, the five Territorial Health Insurance Funds - Vilnius, Kaunas, Klaipėda, Šiauliai and Panevėžys - will be merged with the National Health Insurance Fund (NHIF), which will take over all their rights and obligations. The aim of this restructuring is to modernise and streamline the provision of compulsory health insurance nationwide.

The aim of the restructuring is to harmonise regional practices, reduce the administrative burden on healthcare institutions and other contractual partners, strengthen control and advisory functions and ensure more transparent and efficient use of the Compulsory Health Insurance Fund (CHIF).

“We are building a modern, unified organisation that will allow us to work coordinated across the country. We are pleased that most of our employees have agreed to continue working in the new structure, which will help us to maintain the competences we have accumulated and to better respond to the needs of the population and health care institutions”, says Tomas Ragauskas, Chancellor of the NHIF. 

According to the NHIF Chancellor, the new organisation will optimise the use of human, financial and material resources. Of the 280 employees working for the THIF, only around 8% have had their employment terminated. The decisions were taken on an individual basis and the employees were provided with all the social guarantees they were entitled to. 

Three new departments will join the current NHIF structure from July - Institution Contract Management, Institution Supervision and Population Services. Each department will have branches in all major cities - Vilnius, Kaunas, Klaipėda, Šiauliai and Panevėžys - to ensure smooth execution of functions in the regions.   

All the necessary preparatory work is currently being intensively carried out to ensure a smooth transfer of data from the former health insurance funds to the new structure. The service to the population will continue uninterrupted.

After the restructuring, the NHIF will continue to carry out all its usual functions: drafting the CHIF budget, concluding contracts with medical institutions, pharmacies, economic operators, reimbursing healthcare services to the insured, monitoring the performance of contracts, carrying out financial analysis and advising the population on compulsory health insurance.

This transformation is expected to strengthen the management of public services, rationalise the use of resources and better respond to people’s health expectations.
